Foundation Board of Trustees

The Citadel Capital Scholarship Foundation is guided by an experienced Board of Trustees and is managed by a full-time Executive Director. Members of the CCSF Board of Trustees include:

Dr. Nabil Elaraby (Chairman)
Dr. Elaraby holds a License en droit from Cairo University, as well as an LLM and JSD from New York University Law School. Dr. Elaraby is a lecturer in international law and international organizations, Institute for Diplomatic Studies, Egyptian Ministry of Foreign Affairs, Cairo as well as several universities including Duke, Yale, Columbia, Penn State, and NYU among others. Dr. Elaraby has also served as Legal Adviser to the Egyptian delegation to the United Nations on numerous affairs related to Middle East peace, and served as Ambassador, Permanent Representative of Egypt to the United Nations in New York (1991-1999) as well as being Chairman of several United Nations conferences and special committees. He was Member of the International Law Commission of the United Nations 1994-2004, Judge at the Judicial Tribunal of the Organization of Arab Petroleum Exporting Countries in 1990 and Commissioner at the United Nations Compensation Commission in Geneva (1999-2001). Moreover, Dr. Elaraby served as a judge at the International Court of Justice, The Hague, from 2001-2006 and has served as director of the Cairo Regional Center for International Commercial Arbitration. Dr. Elaraby was most recently Minister of Foreign Affairs of the Arab Republic of Egypt and now serves as Secretary-General of the League of Arab States.

Mrs. Laila Badawi Moussa (Vice-Chairman)
Mrs. Badawi holds a Master’s degree in Computer Science from New York’s Columbia University, where she was also a PhD candidate. She has also served as a faculty member at the American University in Cairo, at Cairo University and a visiting Professor at Delhi University, India. Mrs. Badawi is currently a board member in the Integrated Care Society and the Road Safety Society as well as head of the boards of the Diplomatic Village and Maadi Public Library.

Mrs. Marianne Ghali (Treasurer)
Mrs. Ghali holds a degree in finance from Manchester University and is currently the Chairperson and Managing Director of Sphinx Private Equity Management, a subsidiary of Citadel Capital, the leading private equity firm in the Middle East and Africa. She has also managed the Egyptian pound denominated endowments of the American University in Cairo since 1990.

Amb. Hussein El-Khazindar (Secretary General)
Ambassador El-Khazindar holds a BSc in Agriculture from Egypt’s Ain Shams University. He joined the Ministry of Foreign Affairs in 1960 and has served at Egyptian embassies in the Democratic Republic of the Congo, Spain, Thailand, and France.. He has served as Egypt’s Ambassador to Madagascar, Togo and Cyprus respectively. Upon his return to Egypt, Mr. El-Khazindar served as Assistant Minister of Foreign Affairs until his retirement in 1996.

Dr. Mohamed Taymour
Dr. Taymour is the Chairman of Pharos Holding for Financial Investments, an investment banking group. He founded EFG Hermes, now the leading investment bank in the Arab world, and served as Chairman of EFG Hermes from 1984-2005. Dr. Taymour holds a doctorate degree from Dartmouth College and a BSc in Industrial Engineering from Cairo University. Dr. Taymour is the Chairman of the Egyptian Capital Market Association and the Egyptian Center for Economic Studies; Board Member of the Capital Market Authority; Board Member of the General Authority of Housing, Utilities and Urban Development and Board Member of the Tourism Fund. He is also a member of the Egyptian Council for Foreign Relations.

Mr. Abdel Salam ElAnwar
Mr. ElAnwar began his banking career in 1975 with Chase National Bank Egypt. During his 14 years at Chase, Mr. ElAnwar eventually achieved the position of Senior General Manager in 1987. In 1988, he joined Saudi Cairo Bank as Regional Manger Saudi Arabia. In 1991, he joined HSBC Bank Egypt (then Egyptian British Bank) as General Manager. In 1994 he was appointed as Managing Director, in 2001 as Deputy Chairman & CEO and since June 2003 he has served as the Chairman & CEO of HSBC Bank Egypt. In 2003 he was also appointed Director on the Board of the Central Bank of Egypt.

Dr. Eskander Tooma
Dr. Tooma is Assistant Professor of Finance, Finance Unit Head and the Director of the Citadel Capital Financial Service Center (CCFC) with the Department of Management at the American University in Cairo and member of the American Economic Association (AEA) and the American Finance Association (AFA). He is also the Secretary General of the African Finance Association. Professor Tooma obtained his BA in Business from theAmerican University in Cairo and Adelphi University . Dr. Tooma holds two MS degrees, the first in Finance and the second in International Economics from Adelphi and Brandeis Universities respectively. Dr. Tooma also holds a PhD in Finance from Brandeis University .

Mr. Mohamed Aly El Hamamsy
Mr. El-Hamamsy graduated from Cairo University with a degree in Electrical Engineering in 1967. He later earned an MBA and subsequently a Master’s degree in Islamic Art and Architecture in 1992. El-Hamamsy has had a distinguished career with the IBM company, where he was assigned as IBM Egypt’s General Manager responsible for Egypt and Sudan in 1979. In 1982, he was assigned to the IBM Europe Headquarters in Paris. Later returning to Egypt to lead IBM Egypt’s rapid expansion in the growing market. In 1997, El-Hamamsy founded the MegaCom Company that specializes in Management and Business Consultancy services. In 1999, El-Hamamsy assumed the position of Vodafone Egypt’s CEO. In May 2002, he became Deputy Chairman of the Board of Vodafone Egypt and is currently Managing Director of the MegaCom consulting firm. El-Hamamsy serves as a board member of a number of organizations, includingBank Misr, Banque du Caire, Raya Holding and others, and serves on the board of trustees of a number of charity and development organizations, including Vodafone Foundation, which he chairs, Zeinab Kamel Hassan Foundation, Bank Misr Foundation and others.

Mrs. Nazli Madkour
Mrs. Madkour holds an MA in Political Economy from the American University in Cairo. She has worked for the UNDP and the UNFPA, and was Economic Expert for the Industrial Development Centre for Arab States (the Arab League). Mrs. Madkour has been a professional artist since 1981 and is the author of the book “Women and Art in Egypt.” She was a Member of the Plastic Arts Committee of the Supreme Council for Culture from 2002 to 2005.

Yasmine El-Dorghamy (Executive Director of CCSF)
Ms. El-Dorghamy holds a Master’s degree in International Education Policy from Stockholm University’s Institute of International Education and a Bachelor’s degree in Business Administration from the American University in Cairo. She has worked in the development arena for seven years, has served as a consultant to the World Bank’s Cairo office in 2001, is a writer with numerous publications, is founder and editor in chief of Egypt’s Heritage Review and has participated in founding two NGOs in Cairo, Egypt.
